Gotham by Gaslight would have been based off of the comic book source material of the same name, created in 1989 by Brian Augustyn and Mike Mignola, which featured Batman in 19th century.The developer was working on Gotham by Gaslight for both the PS3 and Xbox 360 between 2009 and 2010, but ultimately THQ and other publishers decided against the project, and it was canceled.Personally I'm in love with the 19th century and would love to see just about any video game character in that era.
